 Suleimanki Headwork and Its Off-Taking Canals: History, Irrigation Network,  Canals and their Command Areas

Introduction

Suleimanki Headworks is one of the most critical structures on the Sutlej river that serves as the main component of Pakistan’s Indus Basin Irrigation System. This work was built by the Government of British Punjab and the Princely State of Bahawalpur in 1926 within the Sutlej Valley Project (1922-1933).

The main objective of constructing Suleimanki was to divert water from the Sutlej river into canals to irrigate the lands of British Punjab and the Princely State of Bahawalpur. However, according to the Indus Waters Treaty (1960), the flow of this river in Pakistan has significantly decreased. Now, the reservoir at Suleimanki Headworks receives its waters from the Balloki-Suleimanki link canal, which leads to the Ravi river and, ultimately, the Sutlej.

History

Suleimanki Headworks was built as a part of the Sutlej Valley development project, which aimed to utilize the waters of this river for irrigation and agricultural purposes. Prior to the construction of this headwork, the only method of irrigation was based on seasonal flooding via canals.

Thus, the agricultural yield was highly dependent on annual precipitation, whereas vast areas of Nili Bar and Bahawalpur State remained uncultivated. After Suleimanki was built, these lands became suitable for cultivation due to the establishment of a perennial canal irrigation system.

Off-Taking Canals from Suleimanki Headworks

Nowadays, three canals are off-taking from Suleimanki Headworks, namely the Upper Pakpattan, Eastern Sadiqia, and Fordwah canals. Below are the details regarding their location, purpose, command areas, and other aspects.



1. Upper Pakpattan Canal (right bank)

The Upper Pakpattan canal off-takes from the right bank of the Suleimanki Headworks. Initially, this canal was built to provide irrigation for the Nili Bar canal colony, to supply central Punjab with waters, and to increase the area under cultivation.

Command areas

The canal’s command areas include Okara, Pakpattan, and Vehari. According to the latest data, the current Culturable Command Area (CCA) of the Upper Pakpattan canal comprises 1.049 million acres.

Purpose

The main purpose of the Upper Pakpattan canal is to provide irrigation for the Nili Bar colony.

Design discharge

This canal’s design discharge rate is 6,594 cusecs.

2. Eastern Sadiqia Canal (left bank)

The Eastern Sadiqia canal is the largest among the left bank off-takings from Suleimanki Headworks. This canal was constructed to irrigate the territories of the former Princely State of Bahawalpur, provide an alternate water supply to the old inundation canals, and to support agricultural colonization.

Command areas

The command areas of the Eastern Sadiqia canal are the Bahawalnagar and Bahawalpur districts. According to the latest data, the current CCA of the Eastern Sadiqia canal comprises 1.052 million acres.

Purpose

The Eastern Sadiqia canal was built to provide an alternate water supply to the old inundation canals and to support agricultural colonization.

Design discharge

The design discharge rate of the Eastern Sadiqia canal is 6,327 cusecs, while, according to the modern barrage data, it equals approximately 5,800 cusecs.

3. Fordwah Canal (left bank)

The Fordwah canal is another structure that provides additional irrigation for the eastern part of the Bahawalpur and Bahawalnagar districts.

Command areas

The command areas of the Fordwah canal include the Bahawalnagar and Bahawalpur districts. In turn, the CCA of this canal comprises 0.428 million acres.

Purpose

The Fordwah canal was constructed to provide an additional water source for the eastern part of the Bahawalpur and Bahawalnagar districts.

Design discharge

According to the data, the design discharge rate of the Fordwah canal is 3,447 cusecs, whereas, according to the modern barrage data, it equals 3,400 cusecs.

Conclusion

Suleimanki Headworks is an engineering masterpiece of the Sutlej Valley Project, and it has become one of Pakistan’s largest irrigation works. The three main off-taking canals from Suleimanki are the Upper Pakpattan Canal, Eastern Sadiqia Canal, and Fordwah Canal. These canals carry a designed capacity of 16,368 cusecs and irrigate about 2.5 to 2.8 million acres of land in central and southern Punjab. Despite the Indus Waters Treaty, which redirected the flow of water from the Sutlej River via the Balloki-Suleimanki link canal, the headworks remain an essential part of the local economy.
