Climate Change and the Indus Basin: 

Why the 1960 Indus Waters Treaty Needs Modernization


The Indus Waters Treaty (IWT) between India and Pakistan, facilitated by the World Bank, has been hailed as one of the most successful water-sharing pacts in history. Despite the political and military tensions, including two wars, between the countries, the treaty has withstood the test of time, governing the apportionment of waters in the Indus River system for over six decades. The treaty's resilience has been attributed to its ability to ensure technical cooperation despite political discord.

However, the very success of the IWT has been challenged by a phenomenon that neither the framers nor the policymakers could have anticipated - climate change.

The Indus River Basin, which traverses the Himalayas, Karakoram, and Hindu Kush ranges before emptying into the Indus plains of Pakistan and northwest India, is one of the most climate-vulnerable river systems in the world. The basin is home to nearly 300 million people, with Pakistan being particularly dependent on the river for over 90% of its food and a significant portion of its electricity. Consequently, any disruption to the river's flow has direct implications for Pakistan's food security, economic stability, and, by extension, regional peace and stability.

When the IWT was signed in the late 1960s, water managers operated under the assumption that the flows in the Indus River system were relatively predictable. The focus of the policymakers was on apportioning the waters between the two newly independent states rather than addressing climate-related concerns.

Today, scientists are increasingly aware that the Himalayas are warming at an alarming rate, and the glaciers in the region are melting at an unprecedented pace. While the enhanced glacial melt may contribute to increased flows in the short term, it has also been linked to long-term reductions in river outflows, particularly during the dry season when agricultural demand is at its peak.

Meanwhile, the erratic monsoon patterns in South Asia have led to prolonged dry spells and intense downpours, exacerbating the risks of both droughts and floods. The 2010 and 2022 floods events in Pakistan are illustrative of the devastating impact that extreme weather events can have on the region. The floods not only displaced millions of people but also caused extensive damage to Pakistan's agricultural crops and infrastructure, resulting in significant economic losses. Notably, the IWT does not include provisions for joint flood forecasting, emergency reservoir releases, or basin-wide disaster response.

On the other hand, South Asia is also witnessing the impacts of periodic droughts that are placing immense stress on the river system. Reduced reservoir storage capacity, lower canal flows, and groundwater extraction for irrigation have all contributed to a decline in water availability. Both Pakistan and India are among the world's largest groundwater users for irrigation, and the IWT makes no mention of the shared aquifers, groundwater management, or water conservation techniques. As the impacts of climate change continue to unfold, the omission of groundwater-related provisions in the IWT is becoming increasingly conspicuous.

Another critical shortcoming of the IWT is its limited consideration of environmental flows in the river system. At the time of its drafting, the environmental impact of diverting river water was not a priority for policymakers. However, contemporary scientific understanding highlights the importance of maintaining minimum flows for the health of the river ecosystem, including the preservation of wetlands, fisheries, and deltas. For instance, the decrease in freshwater inflows has been implicated in the saltwater ingress and mangrove dieback in the Indus Delta. Modern river management practices recognize the need to integrate environmental considerations into water governance frameworks.

With the advent of advanced technologies such as satellite imagery, remote sensing, geographic information systems (GIS), climate modeling, artificial intelligence, and automated hydrological monitoring systems, water managers now have access to a wealth of real-time data on snowmelt, glacier dynamics, river flows, and reservoir levels. While the IWT requires the exchange of certain information, the treaty's language reflects the technological capabilities of the 1960s. A modernized IWT could leverage these advancements to facilitate more transparent and timely information sharing, promoting mutual understanding and trust between India and Pakistan.

It is important to note that updating the IWT does not necessarily require abandoning its original principles. The treaty's basic allocation of the eastern and western rivers to India and Pakistan, respectively, has been a cornerstone of regional stability and should continue to serve as a framework for future negotiations. However, the mechanisms by which the two nations respond to climate-related challenges must be revisited.

A forward-looking IWT should include provisions for joint glacier monitoring, enhanced information exchange on hydrological conditions, integrated flood and drought forecasting, environmental flow assessments, groundwater management, and regular scientific reviews of the treaty's provisions. By incorporating these elements, policymakers can ensure that the IWT remains a robust instrument for water governance in the face of a changing climate.

The geopolitical landscape between Pakistan and India is undeniably complex, and the recent tensions, including India's decision to withhold certain obligations under the IWT in 2025, have further complicated the prospects for reform. Nevertheless, climate change is a universal challenge that transcends political rivalries. Floods, droughts, and glacial melt affect both nations, and neither can address these issues in isolation. International experience indicates that many water treaties have successfully navigated similar challenges by adopting a flexible and adaptive approach.

The IWT was a remarkable achievement in its time, providing a stable framework for water management in the Indus River basin. However, as the climate continues to change, the need for a modernized approach to water governance becomes increasingly urgent. The future of the IWT will be determined not only by the willingness of Pakistan and India to cooperate but also by their ability to adapt to the realities of a warming planet.
